[*] Scope of Service:
(1) Vendor needs to provide digital platform system and website services.
- Designing and developing a customizable, interactive digital web-based “one stop shop” SaaS website, platform, and mobile device application for seamless online service request and management that integrates, supports, and enhances a wide range of City services
- To improve its customer experience and engagement by deploying a platform and website that provides a consistent and high-quality experience across all channels, including phone calls, web portal, and mobile app.
- The platform will provide the end user (customer) and backend user (City staff) with greater convenience and real time visibility in the public-facing business processes.
- The Smart City Hall “311” platform will not only enhance the customer experience across all channels of service requests but will serve as a platform for a wide range of services including online bill payments, public notifications, and licensing and permitting.
• Stakeholder communication and engagement;
• Licensing and permitting;
• Scheduling appointments (e.g. Inspections);
• Municipal Code enforcement;
• Municipal services requests for all departments;
• Bill payments;
• Information dissemination and repository;
• Data analysis and reporting; and,
• Claims and Risk Management;
- Mobile Application (iOS, Android, and Responsive Web App) – Allows residents to create/submit/manage/track service requests, make payments, find City resources and services, communicate and engage with the City.
- Citizen Relationship Management (CRM) – Full featured CRM for residents and businesses that integrates with other applications with integrated data analysis.
- Service Request Management (SRM) – Manages the complete lifecycle of a services request from intake to closeout.
- New Website as a Unified Portal – A newly designed website as a unified portal with role-based access for the public, City staff, and vendors to submit, manage, and track services requests that can be accessed from any online device.
- Robust Knowledge Base – A searchable knowledge base of catalogued services provided by the City.
- Integrated GIS (with Google or ESRI) – GIS used for address validation and correction. Additional layers may provide City details (i.e. buildings, landmarks, etc.).
- Report, Analytics and Dashboards – Provides usage analysis, fixed reports, and dashboards broken down by Reporting Districts, Time, Departments, etc.
- Content Management and Document Management – Integrated document/content management system that allows storage of images, documents, and other detail assets related to services requests.
- Third-party Systems Integration – Allows for integration with City’s exist
