[*] Scope of Service:

(1) Vendor needs to provide puget sound partnership website redesign services using WordPress content management system and must be compatible with mobile devices and browser.         
- To accelerate and advance the collective effort to recover Puget Sound. Agency is looking for a firm that can offer the following attributes to the Partnership’s website rebuilding efforts:
• Effective communication strategy
• Sound technical website expertise
• Experience with professional website design    
• Compelling content strategy and strong creation expertise
• Be built in WordPress hosted on internal Partnership or third-party agency server
• Be consistent with agency style and brand guidelines
• Meet agency and state security guidelines. (These guidelines will be established in consultation with agency and the office of the Chief Information Officer (OCIO). As an organization, agency leverages agency controls to manage and reduce cybersecurity risk.)
• Meet all State agency guidelines
• Website architecture will accommodate future data expansion or additional website content
• Be able to be maintained by agency staff, independent of further contractor assistance
• Be responsive and work across all major browsers and mobile devices
• Optimized for search engines
Suggested areas of guidance and focus for developing a Scope of Work:
1. Discovery
a. Review and analyze existing site architecture and functionality.
b. Lead an investigative process with Partnership staff to identify the following:
• How our site is currently being used and by whom
• How our site is failing our users
• How our site can better support the Partnership vision and mission
• Performance issues with our current site
• Website user profiles/personas
• Catalog of site functionality
• Catalog of site content types
• Assess current content (words, photos, and graphics) for usability and accessibility.
• Needed additional site functionality.
• Optimal hierarchy for site content types
• Necessary security requirements
2. Design
a. Provide a “recommendations” document detailing the results of the discovery process, including guidance on improving the partnership’s strategic website use and strategies to best meet our site objectives.
b. Develop new site architecture variations for consideration, based on results of investigative process.
c. Conduct testing to determine the optimal architecture and navigation process.
d. Design three (3) or more “look and feel” variations.
e. Develop specific guidelines for content accessibility and usability.
f. Determine WordPress plugins necessary for implementation and work with IT to approve them for use.
3. Implementation
a. Build all the updated website pages in WordPress.
b. Collaborate with Partnership staff in creating new content that aligns with the suggested guidelines (developed in the Design phase).
c. Populate the site with content from collaborative processes between agency staff and the apparent successful bidder.
d. Upon approval from IT, deploy and test the site within development and production environments.
e. Test site for security and functionality.
4. Training
a. Provide strategy and training for updating content and maintenance of the site.
b. Provide a strategy for tracking analytics.
c. Provide a detailed security plan.
d. Provide a thorough review of all plugins and custom code(s).
(2) All questions must be submitted no later than September 26, 2023.
