[*] Scope of Service:

- Vendor needs to provide web-application development services.
- The target audiences for this web application are qualifying agencies, including state contracting agencies, the higher education coordinating commission, public universities, and community colleges.
- The web application will be a secure, public-facing website
- Information page including end-user instructions.
- Web form, single or multi-part, that allows qualifying agencies to submit information to agency.
- Storage of user-submitted data so agency staff may review submissions
- A successful form submission will trigger an email notification to be sent to agency.
- On-screen notice to end-user when web form data is successfully submitted
- The web application shall conform to agency design patterns, color scheme, and generally match the design aesthetic of agency’s main public website
- All web pages must use responsive design and be tested and verified to render properly in modern desktop (Windows, Mac) and mobile (iOS, Android) web browsers, specifically Edge, Chrome, Firefox, and Safari.
- The web application must not require or rely on web browser plug-ins or extensions.
- The web application must support multilingual text displayed to the end-user, at a minimum utilizing a web browser’s built-in translation tools
- User-submitted data from the web application must be validated and sanitized
- The web application must have full compatibility with screen readers and support keyboard navigation
- The hosting services of the web application shall always be located within the continental united states and shall not be transferred or materially modified without advance written consent from agency.
- The server(s) hosting the application must receive timely installation of patches and software updates required to keep the system secure and stable
