[*] Scope of Service:

Vendor needs to provide website redesign project services using content management system.
- To redesign the public website as a communication channel that integrates with other enterprise systems.
- Perform and document requirements analysis and user research
- Develop personas, journey maps, and page flows
- Design and facilitate workshops including design sprints and ideation sessions
- Create information architecture documentation, including but not limited to taxonomy, site map, and navigation schemes for multiple devices
- Develop a UX style guide and pattern library that meets existing accessibility standards (WCAG 2.1 AA) and will be used to guide future website development
- Recommend strategies to be adopted for measuring user experiences and feedback on an ongoing basis to inform future content and development decisions
- Design and deliver usability tests, analyze data, and present results
- Conduct an accessibility audit and provide training sessions for web authors and administrators
- Provide copy editing services to help ensure content meets UX style guide standards.
- Deliver mock-ups, wireframes, and prototypes (both static or interactive) that are ready for user acceptance and handover to development teams
- Develop, test, and implement a website based on the requirements approved by the agency, in collaboration with agency web development staff using a content management system that will integrate into existing systems.
- Create a development, test and production environments for integration testing and User Acceptance Testing (UAT).
- Test and configure internal search to improve findability of key resources. agency currently uses Cludo for internal search.
- Provide system configuration documentation, including inventory of any additional configurations needed for new website.
- Prepare plan for launch and operational handoff that includes strategy for redirecting links, minimizing downtime, and protecting search ranking.
- Conduct knowledge transfer to agency project team members to ensure they have the knowledge, documentation, and tools to manage operational support including integration, data migration, replication, configuration and management of automated workflows, management of users and role-based security, reporting, data import, mass change processes, test scripts, troubleshooting, and all administrative tasks.
• Improve document library for quick access to meeting agendas, bylaws, corporate reports, and plans.
• Enhance News section to deliver a mix of media releases, public notices, articles of interest, community events and newsletters.
• Feedback feature on each page for continuous feedback and ongoing measurement.
• Centralized email subscription service allowing users to opt in or out of various lists based on their interests and preferences.
• Support single user account and authentication model for customer interactions with multiple online services to be added over time e.g., water billing, housing maintenance.
• Multilingual options, e.g., Google Translate.
