- The successful proposer (hereinafter, also the “Contractor”) shall redesign the Agency’s website using WordPress content management system, make the website more visually appealing and accessible. - The Agency must review and approve all revisions to the site prior to the revisions going “live” (it is the Agency’s assumption that the Contractor will be able to make revisions in a “development mode” that the Agency can, working with the Contractor, first view and approve). - If the successful proposer does not have in-house qualified persons to provide all the services required by the Agency, the successful proposer may subcontract portions of the work. However, the Contractor shall remain the Prime Contractor and shall be fully responsible for all work provided.

[*] Scope of Service:

- The website shall also be empowered with interactive features like a chat forum, whereby people can use this forum to interact with the Agency at fixed times from home/office/workspace; saving time for Agency staff and the public.- The website must accommodate brief audio and video streamed messages (typically, 1:30 minutes or less).- The website will need to include downloadable forms and documents provided by the Agency.- The website must utilize a dynamic backend engine providing information, departmental structure, circulars, forms, notices, etc. General information about the Agency shall be highlighted on the main page of the website with links to detailed pages of relevant information on the site.- The redesigned website will be uploaded on the Agency’s web host.- The successful proposer shall develop pages to host archives of important content such as news mentions, vendor solicitations, Agency press releases, newsletters, and pertinent documents that will be listed and cataloged on the website for downloading by users.- The website shall be accessible in search engine spiders and be coded with good on-page search engine optimization in a user-friendly interface. - The vendor should transfer and replicate approximately 30 pages of existing content into the new site using the CMS (current backdoor). - The following is intended to be a sample of the type of information that may be included in Agency website and shall not be considered to include all possible content (meaning, the term “including, but not limited to” applies hereto):- The Vendor should rebuild the DHA website into a successful web platform that promotes a complex but detailed architectural layout.- The Vendor should recreate the following interactive sections in the new site: News, Calendar, Landlord Portal, Board Portal, Galley, Staff Portal.- Vendor should install and configure all accessibility measures according to ADA standards. Translator, Site Search, Career Page.- Vendor should replicate the “Agency Plans” section to where all PDFs and future posted PDFs are accessible to the public. - Vendor should design the site to be “Embed” friendly allowing all external websites and integrations to be embedded seamlessly by DH staff. - Vendor should replicate and recreate the “Forms” section which should give visitors ease of access to currently active forms and allow DH staff to recreate new forms. - Vendor should replicate through coding/integrations the “Rent Calculator” and Payment Standards Map”. If mathematical formulas are needed, this should be requested.- Vendor should create a “Home” page that can allow features such as the following: Videos, Photography, Social Media Buttons, Events, Quick Buttons such as “Apply Now”- Vendor should consult with the DH IT Department and Department of Communications to eliminate redundant materials.- A “Special Alerts” and “SMS” feature should be integrated into the website allowing for alerts and instant messaging to be sent to site subscribers.
