[*] Scope of Service:

(1) Vendor needs to provide website redesign service using CMS.
1. Content Management System – There is no CMS backend for the current County website. We are seeking this feature to make it easier to maintain the contents of the website and more efficiently post articles such as press releases or news articles from different departments.
2. Dynamic Content Feeds – We would like an easy process for designating different pages or articles to populate lists, such as the Latest News section of the current website, and the ability for these pages to appear on more than one list (example: a press release regarding the Health Department appearing on the general news feed alongside a dedicated health one).
Compliance with the Americans with Disabilities Act (website): The website and the information it provides should be accessible to all citizens. The guidance provided by the ADA website should be considered in design decisions.
4. Separate Branding for the Government Center and Court of Common Pleas: The two sections of the current County website are separate with unique navigation. We would like to maintain this in the new website.
5. Site-Wide Search: We would like to retain the ability to have a search bar on the website, with a large one on the homepage and a smaller one on all other pages for quick access. We currently use Google to power our search but are open to other services.
6. Calendar: We would like a calendar integrated with the website to be able to share upcoming events with the public. If possible, we would like it to be able to sync with Microsoft Outlook but this is not required.
7. Unique Side Navigation for Departments: For departments with several webpages of information, we would like there to be a navigation list on the side for easy access to information.
8. Expansion and Improvement of Key Department Sections: We would like to ensure that the public has a great experience when engaging with some of our high-traffic departments, such as the Health Department, Employment, and Elections. We are looking for an overhaul with these departments to be more interactive and engaging, making it as easy as possible to get the information they seek.
9. Easy Customization: Once the project is completed, the County IT web development team should have documentation on how to make changes to the overall design or the layout of specific pages. This should be able to be done wither through HTML/CSS/JavaScript or a different scripting language that is used to power the website.
(2) All questions must be submitted no later than August 31, 2023.
(3) A virtual pre-proposal conference will be held on August 29, 2023.
