[B] Scope of Service:

(1) Vendor needs to provide intranet development and platform support services.
• Provide a SharePoint intranet solution that will serve as a centralized location for district-wide communication, information and employee tools and services
o Ability to access core district business applications
o Enables employee self-service and searchable access to employee information and services, some of which are provided currently via phone calls to human resources
- New job postings, requirements, required examinations, examination dates and pay plans
- Job eligibility lists
- Pay plans, pay statements and tax forms, such as W2s
- Benefit elections
- Performance evaluations, development plans, district training and education resources, seminars, and orientations
- Mentoring programs
o Provides content that will keep employees apprised and updated on relevant information regarding the strategic plan, stormwater and wastewater management, the district’s role and initiatives the district is undertaking
o Supports the recognition of project and staff performance on initiatives
o Provides the ability to react to content (likes) or topics (polling)
o Digitize the internship request and job transfer forms and process via fillable forms and digitized workflow
• Ability to personalize a portion of employee homepage to serve individual organizational and operational needs
o Provide a personalized web space where information pertaining to the individual employee is displayed, such as work anniversaries, salary increases, cost of living adjustments
o Securely presents personal information
o Enable employee to customize and personalize their home screens to highlight their interests
• Enable content publishing and unpublishing by non-technical people with appropriate permissions, while adhering to or enforcing the use of standard templates
o Ability to publish organizational news, announcements, calendar events and policies and procedures
o Ability to publish agency daily and quarterly digests
o Ability to rotate clickable content to keep current information readily accessible with archives of older content
o Provides a site that can be visualized by all employees and displays news, and events relevant to the organization as a whole
• Reduce the redundancy of employee documents stored on network shares
• Increase visibility to the district’s expert knowledge via optimally designed portals with easy to access information
• Spur and enable cross-departmental collaboration via standard tools and content
o Enable ability for staff to provide feedback on select content, such as a like or smile emoji. Personnel with specific permissions would be able to activate the request for feedback on specific content.
o Supports employee interaction with other employees to share knowledge and learn more about departmental initiatives and personnel
• Provides enhanced search functionality such that information is found in three clicks or less
• Is responsive in its design, in that it is usable on a computer, tablet or phone
• Evolve project portfolio management
o Configure additional enterprise project types and the requisite project templates for software development, infrastructure, and programs
o Reconfigure project intake workflow to enable additional project types, approval steps and notifications
o Configuration of automated services that support project portfolio administration
- Automated project status reports
- Integration of risks and issues into project status reporting
- Project and portfolio exception notifications
o Enable visual project management and portfolio management views and reporting that are easier for end users and non-project managers to use and consume
- Enable graphical visualizations of the intake workflow with progress indicators, filters and appropriate role-based notifications
- Enable self-service reporting with the creation of project, project portfolio and resource views, dashboards and reporting with filterable content, using Power BI and other Microsoft tools that can be accessed by end users with no IT intervention
- Enable and implement new capabilities from Microsoft, such as agency that improve visualized project management, project portfolio management and reporting.
(2) Contract term will be three years.
