[B] Scope of Service:

(1) Vendor needs to provide website redesign service using WordPress CMS must be compatible with SEO, Mobile and browsers.
- A website that successfully promotes brand, facilitates a user-friendly environment for accessing municipal services, creates a two-way communication between the city and citizens and simplifies content management on the back end while meeting high standards for design quality and visual appeal.
- Design a unique, attractive, SEO friendly website to completely fulfill all current and planned city needs.
- Design a consistent, user-friendly, and dynamic navigation framework that is understandable to users on all levels.
- Design a professionally artistic homepage.
- Design should allow residents, visitors, and businesses to easily access relevant information. The ability to integrate with currently used application: Social media interface (Facebook); GovDelivery Communications Cloud (anticipated)
- Design a template for each type of page within the site. All page templates must be consistent and look professional.
- Graphical files should be relative to the site and provide for quick loading and to be easily updated. Vendor should be able to provide design elements utilizing stock photography if representative photography of the city of Parkersburg is unavailable.
- A mobile site to make the site viewable on a tablet and mobile phone. A robust search function that allows the user to search the whole site or specific subsections within the site map. The ability to create a meeting calendar and news pages based on category and/or department.
- Create an e-procurement portal to allow interested parties to do the following: One central location for all bid opportunities; Register to bid and receive notifications of future opportunities within the portal by selecting 'subscribe' to create an account.
- Follow updates to existing solicitations by finding the solicitation and clicking the 'follow' button.
- This will allow all interested parties to received amendments and addenda automatically.
- The ability to easily post emergency notices on the homepage and link to microsite(s) dedicated to the emergency page. The ability for users to pay for various permits, fees, rentals, licenses, etc.
- Either through a third-party vendor or secured within the webpage. Allow for eventual integration with departmental software vendors.
- The ability to easily track website visitor statistics and develop analytics reports. The ability to be notified on expired pages and broken or dead links.
- The ability to stream (through YouTube hyper link) city meetings on the website. The ability to create an employee intranet portal to provide current employees access to internal information, download forms, etc.
- Allow applicants to fill out job applications and submit attachments directly from the website and filter available job postings by category, type of position, posting date, etc.
- Design and create a 'find available property' page, with interactive location data and contact information on real property for sale by the city and urban renewal authority.
- Create a way for site visitors to submit comments online and have comments directed to the appropriate official.
- Residents would be able to report problems, ask questions, submit comments, voice concerns, etc. and, based on the subject, the comment would generate an e-mail to the appropriate departmental contact.
- Ability to stream through YouTube hyper Link city meeting on the website.
- The system must allow non-technical content contributors the following abilities:
- Add, edit and move content directly on an assigned webpage without the need to utilize or be trained on a complex back-end administrative system.
- WordPress allowed.
- Quick and easy access to add and update calendar listings, with editing methods available through a direct, front-end interface or a robust back-end interface.
- Content publishers should be able to add and update menu items if assigned the appropriate permission level. The CMS should automatically create and update a sitemap when content is added, edited, or removed from the site.
