Vendor needs to provide community engagement technology website and non-emergency citizen request system.
- The City will assign a Project Manager to act as a focal point for vendor communications. The City will create a workgroup comprised of staff, a council member, and a citizen(s).  - 1. Website Redesign & Content Management System
The City is seeking to update its website to enhance the user experience, simplify content management, and provide improved citizen-centric information and customer service to its community, while meeting high standards for design quality and visual appeal that our staff can easily manage. The new website must be developed with a responsive design that will adjust to all devices. Further, the site must be easily maintained without requiring HTML knowledge. All culminating in a fresh and user-friendly website designed for forward-thinking community engagement.
- Minimum functional requirements must include:
A. Engagement & Communication
- Alerts & Notifications - Display alerts prominently on website with notifications sent via email and text messaging to subscribers
- Calendar - Update/publish calendars for departments/categories with a main calendar to display all events
- E-Notifications - Electronic subscription, scheduled notifications for email and SMS
- News & Announcements - Post news releases or updates dynamically to relevant pages based on category
- Request Tracking - Citizens can submit requests with automated workflow to correct individual/department with exportable statistics and reports
- Sharing Capability - Links to share content via email and social media on every page
- Website Visitor Profile - Visitors can pick and choose the information that automatically becomes fed to their profile upon site login
- Ability to collect feedback from visitors
B. Document Management
- Archival of Recurring Documents - Store agendas, minutes, newsletters and other documents
- Document Storage - Upload/download capability for files up to 1GB, back-end ability to search within published and unpublished documents
- Online Forms - Create unlimited customizable forms, track and export results
2. Citizen Request Management System
The City is seeking an enterprise-level citizen request management (CRM) solution. The CRM will engage citizens and provide a streamlined way to submit requests and report issues while also providing City staff with customized workflows to respond to such requests and issues. The CRM must be supported by the vendor in an ongoing capacity. Citizen Request Functionality
- Requests can be submitted in a variety of ways, including website, native mobile apps for Android and iOS, over the phone, and social media such as Facebook
- Ability to attach photos to requests
- Requests must have the ability to be geolocated by using the citizen’s reporting device, extracting metadata from a photo, or by manual adjustment
- Administrative Functionality
- Customizable department, staff, and request/issue types
- Ability for administrators to update request categories and questions dynamically with immediate changes shown on all platforms (web, mobile, e.g.)
- Hosting & Security
- Cloud-based hosting with 99.9% operational availability
- DDoS mitigation coverage
- Regularly updated and continually monitored server software
- Revision-controlled software used for scaling, repairs, and/or disaster recovery
