[B] Scope of Service:

Vendor needs to provide for hosting and redesigning of the District’s website, the underlying information architecture and the configuration / upgrade of our content management system (CMS).
- The District desires to redesign its current site to better serve our target audience of prospective students, parents and the community.  The website needs to be more user-friendly, simple to use, visually pleasing and consistent with today’s website standards. The website needs to integrate with the legacy databases and services that the District offers and present them in a clear and uncluttered manner.  The vendor will work with District personnel and students to conduct market research, help devise a website strategy, lead information architecture redesign and build new website templates and procedures based on these efforts.
- The primary objective of this project is to develop an updated website that is professional and easy to navigate with a contemporary and user-friendly look and feel.  It is expected that this project will require reworking of content and site architecture.  Please include any recommendations for search engine optimization (SEO) and search engine marketing (SEM) methods you may have.
- Website Design Goals:
• To effectively communicate with prospective students and parents to accomplish Collin College’s goal of increasing student enrollment.
• To engage alumni and community members in an ongoing relationship with Collin.
• To increase awareness of the District’s mission and programs available, including programs offered on campus, through online instruction and the Continuing Education programs.
• To provide seamless integration with other campus systems to optimize processes for admission, financial aid, and registration for current and prospective students.
• To increase participation in college-sponsored campus and regional events.
• To work closely with print publications, email campaigns, and social media to provide additional          information, dynamic content, with functionality and integration with departments.
• To develop strategies to ensure updated, valuable content across all areas of the site.
• To improve search engine ranking, findability, website performance, and site usage.
• To ensure scalable architecture for ease of growth, maintenance, and change over time.
• To ensure access to users through traditional Web browsers, mobile, tablet, and alternative devices.
• To provide the ability to render a printer friendly version throughout the site using a Print This Page link on every page.
• To be compliant with the web accessibility initiative (WAI) and the Americans with Disabilities Act (ADA)
• Must be compliant with the General Data Protection Regulation (GDPR)
- Website Facilitation Goals:
• To meet and participate with the website redesign team. Collect information about redesign goals in order to make knowledgeable recommendations for the best site architecture for current and future use throughout the contract term.
• To collect, compile and review input from departmental content liaisons and describe appropriate content management procedures.
• To assist District in taking ownership of the website and understand the important role              they play managing their content.
- The visual design of the website is expected to:
• Provide quality navigation.
• Be easy to read and understand.
• Be attractive and approachable.
• Have quick access to what you need.
• Have a flexible design for all age groups and abilities.
• Have a flexible design potential future refresh.
• Have a modern look and feel appearance.
• Provide an alternate style sheet optimized for printing with appropriate print logo and no unnecessary navigation elements.
- Platform Requirements
• Be a responsive, mobile friendly design based on modern web frameworks
• Navigation consistency across every page allowing non-technical staff to easily update Website content.
• Sitewide navigational breadcrumbs
• Email obfuscation tool to prevent farming of email addresses across the site.
• Website statistics and analytics viewable by all content editors with deeper integration and implementation of user actions, not just page views (i.e. link clicks, form abandonment, etc.)
• Currently, Collin College utilizes Google Analytics and SiteImprove, but only a select few have access to generated data and implementation is limited primarily to page views. Provide the itemized co
