[B] Scope of Service:

Vendor needs to provide content management system (CMS) used to build and manage its public-facing website.
- The City now desires a CMS that has a more updated user interface, is simpler and easier for
contributors and managers to use, is more open for sharing and integration with other digital
platforms (e.g. Open Data Portal), facilitates social interaction and engagement opportunities,
and is faster and simpler to build, edit and manage content.
- The design process will be a collaborative effort among the vendor and the City’s
internal stakeholders to ensure all guidelines are met. Throughout the design and
development process, the vendor must consult with members of the City’s
Communication and Marketing department – including the digital content strategy
and design teams – to review and make modifications to the vendor’s design. The
design and development process (created by the vendor and approved by the City)
must be flexible and incorporate all necessary steps (ex. prototyping, stakeholder
interviews, design review, user testing, etc.) to ensure all project goals are met and
standards are adhered to.
- The final design shall:
• Use modern design trends to develop a mobile-first site with tablet and
desktop responsiveness;
• Use historical site analytics to understand patterns and information useful
for the design and development of the new site;
• Incorporate design elements that do not impede page speed or accessibility
• Implement page designs that are congruent with the City’s corporate style
guide and brand standards included in Appendix 1, and website design must
remain consistent throughout all pages to maximize usability; exceptions
may be requested by the City in some specific instances
- Customer Service.

Services will be delivered with patience, understanding, good will, and without regard to our
own convenience. The selected Company will be expected to use these guidelines in developing
the Proposed Solution:

the City.
• Accessible service means that citizens have easy access to the organization.
• Seamless customer service means that a customer gets good service no matter who is
• Responsive means inquiries or requests for information are replied to as quickly as possible
or within a reasonable time frame. We define reasonable as no more than 24 hours from
the time of inquiry.
• Responsible customer service means that our employees know what they are doing:
information they give is accurate; they have a good understanding of how to get problems
and decisions made; they are trained and evaluated for the jobs they are doing.
• Continuous improvements in customer service must be made in order to make City services
accessible, responsive and as seamless as possible.
