[B] Scope of Service:

(1) Vendor needs to provide to design, develop and implement a best-in-class, enterprise-wide external website and eCommerce platform that delivers a clean, clear and modern user interface and experience and in doing so supports Metro’s Mission, reinforces agency brand and messaging, and increases website use and SmarTrip sales, thus lowering dependence on more costly sales and customer service channels.
- Develop a future-oriented strategy for the website taking into consideration the full spectrum of digital platforms (full digital strategy currently underway in a parallel activity)
- Provide a better understanding of the competitive landscape, digital trends and customer needs
- Present multiple alternatives for solutions, including costs, benefits and risks associated with each
- Develop requirements and data architecture for the new website leveraging best-in-class UI/UX design principles
- Assist WMATA in identifying and onboarding a suitable IT firm to develop and implement the new website  - Convene and present preliminary framework to WMATA Working Group
- Work with WMATA Marketing to finalize brand standards to be used for wmata.com
- Finalize Project Schedule and Milestones
- Engage identified WMATA stakeholders in the development of Website Strategy and Design Vision for the new website and eCommerce platform to ensure alignment to organizational objectives
- Conduct a current state assessment of wmata.com, SmarTrip, SmartBenefits application, SmarTrip app, Trip Planner and all other associated applications (see Appendix A) to identify pain points in the customer journey, including functional and data collection duplication, gaps and points of lost engagement.
- Develop recommendations for integrating or separating the eCommerce platform from the main website, and whether to utilize the same platform for fare and non-fare purchases (ex: Metro branded merchandise)
- Assess how best to optimize alignment of the new website and eCommerce platform to the SmarTrip app
- Analyze the current website platform to determine if re-platforming is required and if so, provide recommendations for a new platform to leverage for development and implementation
- Perform cost/ benefit analysis of maintaining current design and technologies versus implementing new
- Develop a strategy for transitioning to customer level data management from the current cardcentric model, including a full assessment of data security requirements and customer journeys; incorporate into the requirements and implementation plan as appropriate
- Identify Key Performance Indicators (KPIs) for the new website and eCommerce platform, such as Speed Index, Performance Scores, Click Through Rates, Conversion Rates, Organic Traffic, etc., and obtain baseline measurements
- Provide support with identifying vendors to develop and implement the new website and eCommerce platform (if applicable), and assist with associated procurement artifacts, including the development of a Scope of Work (SOW), evaluative criteria, Independent Cost Estimate (ICE), and development schedule
(2) All the questions must be submitted no later than June 11, 2021
