[B] Scope of Service:

Vendor needs to provide web design, development and implementation services. The vendor will design and develop a cost-effective, efficient and easily managed web environment for Cleveland Community College, install the new website and all related components on the existing Cleveland Community College host (Pantheon), install any hardware and software tools necessary to maintain the website, provide a knowledge transfer for core technologies to key staff, and recommend training resources for staff. If the vendor proposes a website that has any licensing or copyright requirements, it must be clearly presented in the bid proposal. The contract will not include ongoing, routine maintenance of the website. Cleveland Community College desires to maintain ownership of the website, its components, and will maintain the site internally with CCC staff.  1) To have a website that is consistent yet flexible using modular page templates.
2) Navigation that will have consistent user interface and operation yet provide content contributors with the flexibility they need.
3) The website needs to be designed to meet the different needs of our audience (Equity, Diversity, Accessibility), and provide content and navigation specific to our different target groups (parents, faculty & staff, current students, future students etc.) These groups have both generational and content requirement differences significant enough to target them uniquely.
4) Take advantage of adaptive/responsive technology to support the use of various display devices such as computer monitors, smart phones, iPads, etc.
5) Serve as a marketing tool to recruit students, with a clear, well-executed brand.
6) The website must include a marketing landing page for recruitment with lead-capturing capability.
7) Provide a structure for the management of content to be assigned to content managers and a means of content approval prior to posting to the website that can be configured by the level of permission assigned to a content manager.
8) Non-technical staff from the College must be able to easily maintain the content of the database through a series of web‐based data entry forms, which must be implemented using WordPress as the CMS.
9) The website must be browser independent.
10) The website must be supported on all mobile platforms.
11) The website must integrate with social media outlets
12) The website must incorporate the college’s live chat solution.
13) The website must conform to the American with Disabilities Act (ADA) compliance standards as outlined in Federal Guidelines. CCC has adopted WCAG 2.1 AA as our level of ADA compliance.
14) The website must allow for video.
15) The website must allow for extended searches and filtering.
16) The website must contain an employee directory that is based on the college’s organizational chart, and must be easily filtered and searched by name, department and/or discipline. Measures should be taken to prevent the scraping of email addresses from the directory.
17) The proposal must include all system requirements, as well as human resources required.
18) The College will provide for the computing environment (Pantheon). The vendor will propose any additional software needs to support this project.
19) The proposal must include training, as applicable.
20) The scope of the website may include all or part of the content of the current Cleveland Community College
public website (www.clevelandcc.edu) but is not limited to such.
21) The College will consider only proposals that include WordPress as the content management system.
22) The website must support language localization/translation.
23) Development of a dynamic “site map” template.
24) Delivery of training and appropriate documentation sufficient to allow Cleveland Community College staff to undertake basic maintenance and modification of site pages.
25) Implementation of appropriate site and database security protocols.
26) The proposal must include the migration and hand-off of the development site to the college’s hosting platform, Pantheon before the launch date.
27) The proposal must include styling/branding of the college’s catalog vendor CMS theme, where curriculum programs and courses are maintained.
28) The website must link to the college’s catalog vendor as the CMS for curriculum programs and courses
