[B] Scope of Service:

(1) Vendor needs to provide municipal website design services using content management system must be compatible with Mobile device
- to create a new website(s) that is/are modern, attractive, simple to navigate and update, adaptive to the end-user’s device, and can push notifications and newsletters,
- the look, feel and navigation of the municipal governments’ websites to be more consistent
- support a simpler web publishing experience so that those who are not website “coders” can effectively help to maintain content and web pages, for example deep self-help, “drag and drop” content areas that are intuitive to use
- improve the end-user experience as compared to the current web sites, including supporting requirements, rendering web pages in a device-native manner, and enabling subscription to notifications and newsletters
- expand the functionality of the website to include capabilities such as push notifications, newsletter distribution, multi-level administrative permissions, creation of drafts,
- Website Domain:
- use the same platform yet retain the two domains,
- use the same domain for both websites while providing the ability to differentiate between the two municipal authorities such as with different web page footers,
- Information Architecture and Navigation: The Town and Village have prepared an informal “information architecture” that includes main menu topics ad sub-menu topics with rotating hot topic “buttons” yet are open to best-practice based recommendations,
- End-User Experience: to move to a platform with modern and positive end-user or visitor experience in order to help promote engagement,
- Access, Reliability, Security and Administration:
- be accessible using Internet connectivity with one-factor (id’s and passwords) or two-factor (one factor + another level such as a code sent to a known cell phone number) sign-in
- support two full-permission administrators
- enable the full-permission administrators to set up access for others to create draft pages or create and publish pages
- support as many pages and “objects” as the Town and Village deem are needed for the community
- enable a previous version of a web page to be restored
- protect all Town and Village data at rest in a content management system repository as well as all user privilege data
- options for securing data in motion,
- Content Management System:
- number of page templates that content managers and administrators could use to establish visually pleasing and modern web pages that include graphics, images, text and whitespace
- tracking of the creation, updating and retiring of pages, for example who and when
- ability to retain information as needed to support FOIL and other similar information requests
- content libraries for forms, documents, contacts, links, image files, FAQs, fillable forms, permits, officials, employees / department leaders
- ability to link content from the libraries to a web page or to place content from the libraries to a web page,
- Maintenance and Support:
- training sessions and/or resources for the full-privilege administrators and content managers. Training and support documentation would include instructions on how to add, edit and manage content as well as relevant examples.
- tiered help desk (include available days and times)
- regular platform update information sessions or documentation that all users could attend or access
- ability to generate or receive detailed website and webpage statistics
- ability to generate a website map
- Design, Migration and Project Management (optional):
- web site design – initial and on-going
- migration of content on current web ages and in current libraries to the new platform.
