Government Authority located in Maryland; USA based organization looking for expert vendor for people law library hosting, maintenance and support services using Drupal 9 CMS.

[A] Budget: Looking for Proposals

[B] Scope of Service:

(1) Vendor needs to provide people law library hosting, maintenance and support services using Drupal 9 content management system
- Hosting, maintenance, and support services to the People’s Law Library website,
- Web Hosting:
- Transfer of site to Contractor’s servers
- Dual hosting environment (development and production sites)
- As-needed bandwidth transfer and site storage
- DNS hosting and configuration of all related domains
- Enterprise-level server uptime and end-user page-load time
- Regular site monitoring, including web and database server performance and page load time
- Natural language site search via Solr search or equivalent
- Drupal 9 Upgrade:
- PLL is currently operating on Drupal 8.9. The Contractor will upgrade PLL to the current version of Drupal 9 no later than the end of support of Drupal 8,
- Drupal 9 upgrade will maintain current site functionality and include upgrades/improvements,
- Website Maintenance:
- Regular management of hardware and software updates, including Drupal security updates for modules, themes, and other components
- All software updates must be tested to preserve all existing website functionality
- Daily website backup. Weekly availability of site archive.
- Website performance reporting, including database and server uptime and average and high response times for page requests,
- Website Support Services:
- Two hours each month of site development services
- Ticket-based issue reporting, with guaranteed personal response times
- Enterprise-level server security (describe in proposal)
- Describe staffing for support
- Authorization will be required for support services that exceed the included two hours per month. These services will be billed at the hourly rate provided on the Cost Proposal
- Drupal 9 Feature Upgrades:
- Images on homepage and Research Topics page, Mobile masthead is jittery – smooth transition, Google tag manager, Simplified Share module, Streamline breadcrumbs, Optional “Alerts” banner with customizable text field, Dynamic text resizing, Accessibility evaluation,
- Content Management:
- Manual ordering of articles and external links, Manual ordering of Featured Content on homepage, Scheduling posts, Tracking feature for changes made to articles with translations, including ability to create reports, Redesign the “How do I” section – perhaps interactive, External Link Checker,
- Language development:
- Add padding to language picker bar to make more obvious on desktop,
- General System Information:
- Drupal version 8.9.1, Web Server: Apache 2.4.18 (Ubuntu), PHP Version: 7.4.7, Database: MySQL 5.7.31.
(2) A pre-proposal meeting will be held on December 10, 2020.

Performance of the work will be Offsite. Vendor needs to carry work in their office premises.
