[B] Scope of Service:

(1) Vendor needs to provide mobile-friendly website and application and design and build security services using Content Management System must be compatible with Search engine optimization and Mobile
- Redesigning and building the five Student Portal Applications with mobile-first design principles as well as improving students’ ability to check their Application status,
- Enhancing the security posture of the Student Portal Applications,
- Redesigning and building a mobile-first Office of Student Access and Completion (OSAC) website,
- to establish engaging, and intuitive web services employing a mobile-first design principle aimed at its diverse student populations and community stakeholders
- to improve the Student Portal Applications to make it easier to access, fill, complete and submit financial aid Applications from any device,
- A mobile-first approach: Student Portal Applications need to be student-friendly, intuitive, and effectively work across all platforms and devices. Contractor shall assess the current Applications UI/UX, workflow and functionality and employ a mobile-first design approach when redesigning, and rebuilding the Student Portal Applications
- Clear and Concise Notifications: Upon login, the student needs to be immediately presented with reminders and any actions they need to take,
- Enhance web Applications security posture: Student Portal’s account creation and recovery process currently forces OSAC to store critical PII. The primary use of student collected PII is to match the identity of applicants to OSAC’s internal master list of students, a process called Identity Resolution,
- Inviting, engaging information structure,
- Modernized design standard and style guide: design must be easy to maintain and update and be flexible enough to adapt to changing needs,
- Content Management System: The website needs to be built on a content management system that supports responsive web design HTML framework. The HECC is open to adopting an open-source CMS that is intuitive, easy to use, supports the features and functionality,
- Development and Implementation: Contractor shall advise HECC on reorganization of the content categories on the home page to best suit the mobile-first design Contractor should provide templates that staff can easily use to update web content, create new pages and change menus in the future as needs arise,
- Language Translator: Contractor shall use language translator plug-in such as Google Translator Toolkit to translate automatically the OSAC website contents for frequently used non-English languages,
- Google Tag Manager / Google Analytics integration: Google Tag Manager (“GTM”) will be used to facilitate Google Analytics integrations. GTM will shuttle information from the CMS using a data layer, or javascript variable, to pass information such as content published and last modified dates, author, and tag information to Google Analytics,
- Search engine optimization: The website should be redesigned to rank high in search engine results and become search-friendly to help students and our stakeholders discover content.
(2) All the questions must be submitted no later than December 7, 2020.
