[B] Scope of Service:

(1) Vendor needs to provide website development, support, and work with stakeholders to create new pages and features and day-to-day onsite support for Covered California’s existing Chatbot Platform design, development, testing, and implementation of change requests based on requirements and industry best standards.
- Update look and feel of public facing website and Chatbot front end according to user and stakeholder feedback using HTML, CSS, Bootstrap, JavaScript, and ReactJS.
- Monitor, debug, and diagnose web apps hosted within Microsoft Azure Portal.
- Make updates to static website using the Liquid template language and Jekyll build system to process templates.  
- Develop new web content pages and features based off designer created mockups.
- Utilize DevOps Pipelines to maintain CI/CD operations.
- Develop in accordance with the Americans with Disabilities Act, Section 508, and WCAG 2.0 AA requirements.
- Support Content Management System (CMS) operations to allow content contributors to easily update content on the website.
- Support dynamic web development using NodeJS, JavaScript, and ReactJS.
- Test and ensure compatibility with desktop, tablet, and mobile devices.
- Test and ensure compatibility with the most popular web browsers.
- Log website user interactions using analytic platforms such as Google Analytics.
- Continue to expand customer support options by creating and implementing new website and chatbot features in collaboration with Covered California stakeholders.
- Apply and adhere to Agile development principles. Contractor will perform a bi-monthly demo showcasing the progress of new features to stakeholders.
- All Sprint work shall be documented in Azure DevOps Boards. Each feature will be in the form of a user story.
- Source code will be stored and maintained in Azure Repos and Github.
- Continuously review Chatbot user analytics to understand top tasks for users and to gauge how successful the Chatbot is at accomplishing these tasks.
- Ability for content contributors to edit and publish content through Microsoft QnA Maker to UAT environments where they can test content and publish to Production environments.
- Chatbot will continue to be built upon Microsoft Bot Framework. Contractor must have experience and knowledge with the latest features available in Microsoft Bot Framework.
- Chatbot shall continue to utilize Azure Pipelines for performing build tasks and maintaining Continuous Integration (CI) and Continuous Deployment with all environments.  
- Provide all resources for end to end setup, deployment, and maintenance of the Platform.
