[B] Scope of Service:

(1) Vendor needs to provide web portal stakeholder engagement services experts to facilitate several rounds of focus groups that will inform the development of the Web-based Hydrologic Information Portal (WHIP).
- The WHIP will have three main functions. First, it will provide readily accessible, geospatially
accessed, hydrologic information to water managers, decision makers, researchers, and the
public through the synthesis of raw hydrologic data sets. Direct access to the raw data sets
will also be available via direct web links. Second, it will provide data visualization tools
allowing users to graphically view single data sets, side-by-side data-set comparisons, data
overlays, and basic statistical analyses which are keyed to a map interface. And, third, it will
ensure the ready and timely availability of future Upper San Pedro Basin monitoring data via
a report-out template including information needed by water managers.
- In order to deploy a useful tool, the Planning Phase of the WHIP project will center around
stakeholder engagement through focus groups that will guide the WHIP development. The
final Dissemination Phase will re-engage stakeholders from the Planning Phase to ensure
end-users are able to easily access and use the WHIP. While the focus groups were
envisioned as in-person facilitated sessions, the COVID-19 pandemic disruption requires a
pivot to a new approach for these sessions. Proposals that demonstrate an expanded and
creative use of virtual technologies to directly and effectively engage stakeholders are most
likely to succeed.
- The phases will be directed by the WHIP project team and supported by the Stakeholder
Engagement contractor described above and a Website/Portal Design contractor (yet to be
hired). The team includes as its core members the City of Sierra Vista Procurement staff
(procurement), the USPP Technical Committee Chair as the WHIP Project Manager, the
Technical Lead (TL), and the Upper San Pedro Partnership (USPP) Technical Committee
Web-portal work group.
