[A] Budget: Looking for Proposals

[B] Scope of Service:

(1) Vendor needs to provide website development services using content management system for
two organizational websites that share a common management platform. These sites should abide by solid development and design principles as to result in a modern and manageable platform for both the sites and content and data that lives within them.
- The final developed product should abide by the following standards:
● All HTML, CSS, and JavaScript should be W3C compliant and make use of the current versions where possible
o HTML 5
o CSS 3
o ECMAScript 2019+
● CSS and JavaScript pre-processors should be used where possible to both ease maintenance and produce smaller code. A preference for SASS and Gulp/Grunt exists but is not mandatory. In the
case of CSS, documentation describing core classes and variables.
● The use of CSS and JavaScript frameworks where it makes sense with documentation on the frameworks used.
● All server-side development code (PHP, Python, etc) should abide by that language’s best practices
● All development and maintenance shall follow best practices for the chosen Content Management System (CMS) and the methods and applications chosen for maintenance of such shall be
documented.
● All custom development should be documented using common commenting style guidelines. This includes all frontend and backend code. All third-party products used shall have links to their respective documentation sources. Full documentation on developed modules should be provided as an addendum to the project.
● Data elements should be accessible via API for both retrieval and ingestion with the existence of automated procedures for data updates (example: cron).
● A version control system (such as Git) should be used throughout the entire development process.
Documentation should be provided for all packages covered by the version control system.
● A preference for vector graphics and web fonts where it makes sense.
● Responsive design principles should be followed and considered throughout the entire development process.
● Page load speeds should strive to achieve best practice standards (under 3 seconds).
● Web development follows OWASP or similar security standards
- Website Services
This joint website should be designed as an educational-centric site, focused on core features that are required by such an institution. The core services and functions include the following:
● Program, course, location, and faculty management with all elements being their own instance to allow for as much flexibility as possible. Program instances should be able to incorporate relevant course instances via tagging or filtering. As well, courses should be able to dynamically reference related programs, etc. All instances should contain metadata for easier categorization.
● Course and program calendar generation with the ability for students to develop their own schedule while incorporating programs and courses within the site.
● Featured programs and courses
● Testimonial creation, management, and categorization
● Dedicated department/area/subject promotional pages that allow for the showcasing and micropropagation of relevant data within. For example, a university page incorporating and not
limited to: information about the department, FAQ’s, related resources, contact information, relevant news and event information/registration, relevant testimonials, and the incorporation of related programs and courses. Direct links and/or subdomains to these areas should be possible for marketing purposes.
● The ability to create pages with multiple layout options for any general purpose including the ability to include filtered document reference lists, photo galleries, filtered news and events, etc.
● A robust, dynamic, and maintainable FAQ system that incorporates all possible media types.
● News and events (with the ability to register) as well as integrations with calendar services for scheduling appointments/exams.
● A careers section for posting job openings. There should also exist the ability to incorporate data from other, external job posting websites.
● Corporate contact directory that integrates with the third-party IdP systems described.
● Transaction system integration to receive payments via multiple services
● Web store for institution merchandise
(2) All questions must be submitted no later than March 17, 2020.

Performance of the work will be Offsite. Vendor needs to carry work in their office location.

[E] Proposal Submission:
