Government authority located in Ireland based organization looking for expert vendor for Partnership SharePoint Service.

[A] Budget: Looking for Proposal

[B] Scope of Service:

(1) Vendor needs to provide Partnership SharePoint Service.
• Corporate Systems: Email (Microsoft Exchange and Outlook 365); Microsoft 365; SharePoint 2016 and SharePoint Online.
• Business Systems (HR & Finance): Integra (Finance package); Asset ware (Finance package); CoreHR (hosted externally); and others.
• Environmental Systems: there are numerous environmental systems in use with the key one being the EPA LEMA (Licensing Enforcement Management and Assessment) which is built mainly on Microsoft CRM and SharePoint.
• Database servers: Microsoft SQL is the standard database technology used. SQL servers are used for MS SharePoint, MS CRM, in-house applications, security tools; GIS databases, and others.
• Communications: The EPA has a Cisco VoIP phone system and a Cisco Unified Communications (which includes Cisco Jabber software and access to an externally hosted WebEx facility). All meeting rooms are equipped with Polycom video conference equipment which integrates with the unified communications solution. The EPA is currently moving to MS Teams for its main communication facility.
- Data Management activity: -
• Perform daily monitoring of the EPA’s SharePoint 2016 SQL Server failover cluster infrastructure and SQL Databases;
• Regular daily/weekly maintenance plans configured for EPA’s SharePoint 2016 SQL Server instance, (i.e. database consistency checks, update statistics, index maintenance, confirmation backups ran successfully);
• Establish system baselines;
• Regular sample restores of database backups on preproduction servers to spot-check backup set integrity;
• Perform system maintenance, such as disk defragmentation, SQL Server cumulative updates (After consultation and approval from designated EPA Staff member and in line with EPA Patching policies);
• Review systems for tuning opportunities, and perform necessary tuning after consultation and approval from designated EPA Staff member;
• Perform a full index analysis for all databases, determine unused indexes and disable if appropriate (After consultation and approval from designated EPA Staff member);
• Determine missing indexes and investigate process to update or add indexes (After consultation and approval from designated EPA Staff member);
• Perform full system restore against a virtual machine so that all core systems and services can be brought up in isolation and tested for integrity;
• Monthly reporting to designated EPA Staff member outlining any issues addressed and their resolutions;
• Knowledge transfer to EPA Staff Database administrator.
- Development activity: -
• Troubleshoot SharePoint Word Automation Service that supports Word to PDF conversion process;
• In depth knowledge of SharePoint 2010, 2015 and above, and SharePoint Online;
• Supporting integration between SharePoint and ADFS – SharePoint custom claims provider and security token service;
• Supporting SharePoint applications/site collections with claims-based authentication;
• Supporting and troubleshooting custom SharePoint farm solutions;
• Configuration of SSL certificates on SharePoint applications;
• Supporting Web Application Proxy setup for external facing SharePoint applications;
• Support of 6 InfoPath forms and custom approval workflows;
• Support SharePoint Integration with Dynamics CRM;
• Support GMO information management system.  The GMO system consists of InfoPath forms, SharePoint lists, SSRS Reports and custom SharePoint Event Receivers;
• Updating and publishing custom InfoPath forms;
• Supporting SharePoint User Profile service and People search;
• Ensuring User Profile data is populated from Core HR to SharePoint;
• Assisting with SharePoint Security and permissions;
• Diagnosing and resolving complex SharePoint issues;
• Assisting the ICT delivery team with the refreshing of Test Environments from Production;
• Monitoring SharePoint logs and ensuing continuity of SharePoint services;
• Per an agreed schedule, attend meetings with internal staff to discuss areas of mutual interest/concern;
• Feed into and continually improve agreed team metrics.
- Service Desk activity: -
• Liaise with the Service Desk and ICT Delivery teams to raise, progress and resolve calls;
• Liaise with the software suppliers to raise and progress such support calls and requests for technical assistance as necessary to ensure continuing performance of EPA systems;
• Be aware and adhere to the relevant EPA in-house SLA’s and to respond, fix or escalate per the limits set o
